Filipino pawnshops quote an appraisal rate rather than the melt value, and that rate is set by the shop. It sits below the international price because it has to cover their margin and the risk that the item is not redeemed. A gap is normal; a very large gap means shop around.
Bangko Sentral publishes reference gold prices, and larger chains adjust their appraisal rates from them. Asking which rate a branch is using today is a reasonable question.
18k is the common standard here
Much jewellery sold in the Philippines is 18k rather than 14k, and imported pieces from Saudi and the UAE are often 21k or 22k. Check the stamp before assuming which karat you hold, since the difference between 14k and 18k is nearly a third of the value.
